What is Extra Care Housing?

Extra Care Housing (ECH) schemes provide housing support on-site for people over 55 as their needs increase (or younger people by exception). The planned care packages, where people are eligible for this, is also provided by onsite care staff. This support might include help with things like cooking meals, personal care (for example washing, getting up or into bed), taking medicine or just getting around. The care provider can also offer wrap around services on a private basis such as domestic and shopping tasks. There is also a 24/7 emergency staff member to support with unplanned emergency needs for residents.

This on-site support helps residents maintain in their own home for longer, whilst enjoying a good quality of life. It combines support and independence with safety and security, often meaning people do not have to move as their circumstances change.

The homes are built to a high standard – the current two have 60 individual apartments with a mixture of 1 bedroom and 2-bedroom apartments per site. Each apartment has its own private front door, open plan living space with a contemporary kitchen and stylish bathroom. The apartments are grouped in a single building and set around communal facilities, i.e. a resident lounge, restaurant and activity rooms. Each project also includes the opportunities for additional communal spaces, such as hairdressing, and maintained private landscaped gardens.

A number of the communal facilities (and some activities) are open to both residents and people living in the local community. The wider community is encouraged to use the communal space to ensure that extra care housing schemes becomes an integral part of their local community.

For people who are assessed as having an eligible need and who therefore have a care package, a care team is available on-site 24 hours a day, all year, to provide this identified necessary care and support. This aims to meet individual needs to ensure that the right amount of care and support is available to people to help them achieve their maximum independence and have a say in how they live their lives.

Any resident wanting additional services as a private care call would need to contact the care to discuss their requirements and whether these can be met under a private wrap around service.

There is also a housing officer onsite, who’s role is to support residents with any element of living in the building itself, their tenancy, etc. This officer is available during normal office working hours.

Who can apply and what happens when they do?

To apply for Extra Care Housing, prospective tenants must generally be over 55 and have a perceived need for support with housing and/or care. In exceptional circumstances, it may be possible for a younger person to apply.

Those wishing to move into an extra care housing scheme can have their interest registered in a few different ways:

  1. An interested person can register themselves by filling in an expression of interest form. These can be collected (and returned once completed) to either of our two ECH schemes – please simply walk in and ask for the form (locations of schemes are given in the “Extra Care Housing schemes in North East Lincolnshire” section below).   2. A person can contact the Single Point of Access (01472 256 256) to request an assessment for ECH.
  3. Any professional (social worker, support at home worker, community nurse, etc) can make a referral on an interested person’s behalf with their consent for ECH.

Anyone can apply – each route above will trigger an assessment to gather information about the person’s current situation. The assessment will over the full suite of a person’s care and housing needs (physical needs, emotional and mental health needs and social needs).

The completed assessments are considered at a monthly panel and those who meet the ECH criteria will be placed on the waiting list for an apartment. Applicants will be informed of the outcome of the panel by letter.

Applicants who are not placed on the waiting list an reapply if their needs change.

What happens after a person is accepted onto the waiting list?

If a person on the waiting list has specified that they only want one specific scheme, they will only be considered for vacant apartments in that scheme; those who have not specified this will be considered for vacancies in all schemes.

The allocation of apartments is completed through a panel that will consider all applications and carefully look at the balance of need within the relevant scheme. They will then nominate people to the housing provider (the landlord) based on both priority of need and the perceived benefits of a move, to ensure tenancies are allocated to the most suitable applicants. The offer is therefore made to an individual on the waiting list whose requirements match the vacant apartment (i.e. the need for ground floor locations, number of bedrooms, etc.) and whose needs for ECH are highest.

The housing provider will make the formal offer of a tenancy to successful applicants and will make all the necessary arrangements to allow them to move in at the agreed time.
